Bank deactivated my account due to bounced mail they sent me.

Hi, I am employed by Uni in Switzerland altho I am from China and had lived in US for eight years prior to moving to CH. Hence, I am a US person (for tax purposes), determined by the bank UBS, in 2017 when I first opened an account with them. Long story short. I am doing temporary research trip out of the country and using my Swiss colleague's address as c/o address. For months, it worked perfectly. But all of a sudden, UBS deactivated my account -- can only view can do no transactions. CRAZY! I cannot withdraw money, nor receive salary. Called UBS. They needed a form "attestation de domicile" from me. But after a look at the web, this requires my physical presence, which is near to impossible because of my research in a far site. What should I do?? Help please!!

If you are indeed registered as resident in Lausanne, but temporarily out of the country, you can request an Attestation de domicile by post, if you send the Service du contrôle des habitants (Rue du Port-Franc 18, Case postal 5354, 1002 Lausanne) a copy of your ID and the fee of CHF 20. You should indicate that the attestation is needed for the UBS.

This and what permit should you have? L permits expire after 3 months and B/C's after 6 if you don't deregister. If you've been away longer than that without returning here it might be that the gemeinde/cantonal migration office has cancelled your permit and the bank will not allow you to use the account, given your US taint.

Re: Bank deactivated my account due to bounced mail they sent me.

You have to understand the bank, be it UBS, Credit Suisse or whoever is really not interested in you.

You work at the uni so you are salaried, i've no idea how much but unless it is in the 100'000's (per month) you are ot interesting for the bank and any possibility of a problem with the US or anything that upsets them will immediately result in the freezing of your account until it becomes crystal clear and it really has to be squeaky clean.

I would try and involve the university, maybe a letter from them to your bank will carry a bit more weight than most things, especially if their is a tie in with the uiversitiy and the bank: the Swiss are notoriously incestuous....

Excellent advice.

UBS hands are tied - Swiss banking needs to be kept clean (going forward), and all the banks will have the same requirements. OP - if you have any questions ask for UBS to contact you via your on-line banking, if available in your research region. If stuck for cash until sorted-out, see if you can come to an agreement with them until the process is completed.

Re: Bank deactivated my account due to bounced mail they sent me.

My daughter, who is Swiss (but also US and CDN), was told point blank when opening an account that if she was in the US, she would get no help from them should she have banking problems.

In my presence.

Just saying.

The thing is, my temporary research trip is rather long. I have Permit B, which expired after a year in 10/2018. Is it possible to have a copy of it and still wish to have attestation de domicile from office of inhabitants? What is the rule of 6 months? Thanks!

Yes and no. I have had permit B from 10/2017-10/2018. And I plan to apply for it again soon, since my research trip is going to be over and I need to go back to Lausanne for more work, for 2 more years to be precise.

Hi, thanks. I do need to speak with UBS again... No, I am not making nearly that much at all -- just a postdoc at the uni. Yes, I realize that the bank is super cautious for nothing. Frankly, this makes me frustrated going forward. Part of me: f..k u, UBS, you are losing a client. Part of me: could you please spare me some life to do more meaningful stuff as I am meant to do, UBS? Still, I am struggling to find sources to make my talk points when I phone UBS Lausanne again.

Involving Uni is a must -- If things wont change, I will have to set a different way for the Uni to pay me salaries for the coming months, or defer, or .... such a pain...

It sounds more like No than Yes to me, BlueberryBen. Surely you don't expect the authorities to issue you an Attestation de Domicile if you don't actually live in Switzerland or have a valid permit at present?

That is beyond reason. I taught myself a bit about the grudges Swiss banks hold against US but the retaliation has gone unlimited ...

This is excellent advice and probably what I am going to do next. I will talk to UBS wishing for an agreement to withdraw some funds for living expenses and some research needs (will be reimbursed but need to be out of my pocket now). Since UBS deactivated my account and won't allow e-banking, this is a huge wish on my part... Seriously, I only needed UBS to receive my monthly salaries for few more months and withdraw some (not a lot) for my own personal use and research use. This is like begging.... easily the worst experience I have had with a bank as a paying customer.

Thanks for your quick reply, Stendec.
I agree with you on that, especially based on my past experience with Swiss bureaus. There is not much I can do. All that is clear is: my contract (part of it involves fieldwork out of country) is not cut out nearly for basic requirements demanded by the Swiss bureaus.

Hi Medea,
Thanks for your reply.
"L permits expire after 3 months and B/C's after 6 if you don't deregister."
This is useful info to me. I did not deregister. My B permit expired 10/2018. Does this mean it would function still until 04/2019?

No. It expired in October if that was the end date on it.

What Medea is talking about are people who have permits that are still valid when they leave, but because they were gone for too long, the permits expire early.

I am reading articles about the US and Swiss banks. "US taint," the word you used is spot on, Medea.

Re: Bank deactivated my account due to bounced mail they sent me.

sorry to bother people with this
And thanks, all, for valuable information!

if UBS stands firm on requesting attestation de domicile, which I cannot provide at the moment, I will ask my family to help out and ask uni to defer my salaries or something (could be a trap for tax). It should work out just fine. saving problems for future when I return to CH

Have a good day!

Is it really impossible for the uni to send monthly payments to you in the country in which you are currently living, instead of to the UBS?
