tax free with no form from the store - possible?

Hi, we've made a purchase today for an amount of ~400 CHF and the store did not have a tax free form, i.e. said that they don't do the tax free form. These are shoes for my brother who is leaving on Sunday. Is that still possible for him to claim tax free? I cannot find any forms that we could DIY. Thanks!
