Quellensteuer *and* Provisorische Rechnung?

Hello,


I just had something funny happen. I am on a B permit, and living here since 2013. I have always paid Quellensteuer, and filed a tax return every year.

All of a sudden, in April 2020, I received a funny letter: Provisorsche Rechnung for Staats and Gemeindessteuer 2019. And a funny orange slip with almost my entire Quellensteuer amount required to be paid in 30 days in full.

And another one for 2020... with the option to pay in installments or a lump sum.

Has this happened to anyone? Where you are asked to pay Quellensteuer and a PR? I asked the payroll at my company and they said "it is best to pay it, and you will also receive a Bundessteuer PR for ~30% of your already existing PRs".

So... I have paid Quellensteuer for all of 2019, now I am asked to pay virtually that entire amount again. And it is about a 3 year lag here to settle taxes (I just got my Schlussrechnung for 2017)... so for 3 years they will have double the taxes from me?

The only thing that changed is I got married to another B Permit holder in Sept 2019... should I just go to the Steueramt and ask what is going on, because if I have to pay double my taxes (Quellen + PR) for every year and wait 3 years to get half back, its kinda.... rough... it's essentially something like 20% of my income deferred for 3 years?

Curious if anyone else had something similar (Canton ZH btw!)

Yes, had that as well once. Go to the Steueramt, someone must have listed you as a C permit holder maybe?

Normally, to obtain a modified provisional tax invoice, a taxpayer can submit a request for an adjustment. For Ct. Zurich, it can be done by submitting information at this link:

This situation, however, strikes me as a snafu and a discussion with the local tax office might be the efficient way to straighten it out.

Definetely head straight down to the tax office in your local town.


They can check the coding.



If you earn over 120K then you must do a tax return. But that's for single employment, not for a household. Unless your spouse earns over 120k ?



Either way, it sounds like something got coded in wrong. And the invoice should not have been issued until your tax return was completed...



Probably when they coded in your marriage, they messed up and put you or your spouse in as 'C' permit holders...

To close out the story: I went to my local Steueramt and explained the situation and they said that the only thing they can see is that the Quellensteuer is paid to Kantonal offices in Zurich and the Steueramt Dietikon didn't see it yet, but in any case, it is not correct that I received these PRs.


They asked to keep the PRs and said that I'll get a clarification but likely I will not need to pay them at all, and the regular Quellensteuer -> Steuerklarung -> wait 2 years -> Schlussrechnung path awaits
