Because she earns so little.

Tom
The rules for this are strange. Back when I started working in the early 2000, I was earning a nice grad salary and the state insisted in giving me 80 CHF a month for health insurance. My company even paid the health insurance so I found this crazy - tried to give it up and could not as at the time, they looked at income previous year and gave you the subsidy.

I hope they do this more sensibly now.

300 CHF for food
50 CHF for non-food groceries
70 CHF for clothing, shoes etc
150 CHF for saving and/or spending (allowance/reserves)
570 CHF - will still love you
Do this for 13 "salaries" - pay extra one in Dec to allow for Xmas presents and some saving/extra spending/cushion
