Generally, yes, and yes, unless income tax treaty / tax legislation in your new country says otherwise. You should usually be able to get swiss withholding tax refunded once you show them the proof you've declared the withdrawal correctly to your new fiscal authorities and they are going to tax it.
In some cases, like UK, the tax treaty says only the origin country gets to tax the payout - then the swiss get to keep your withholding tax and it becomes definite, while for you the advantage is you wouldn't owe any income taxes on it in the next country
If you withdraw the money while not yet being a tax resident anywhere else, you might also get off with just paying the swiss withtholding tax. But beware there might be some tricky catches there depending on your final destination, e.g. if it's France I think there's still a way for them to get your money good. Read the treaties. Consult with tax experts/lawyers in your destination.
