The withholding tax in CH depends on the canton of domicile of the 2 pillar fund.
If you worked in Zug it does not necessarily follow that the pension fund is in Zug. After a certain time of ceasing employment the money should have been transferred to a vested benefits account which may be in another canton. So check with the adminstrators looking after your money

You may be able to withdraw the whole amount of 2 pillar before retirement age, I think the criteria is that you do not contribute to social security in the UK which would be the case if you aren't working. @FatmanFilms knows about this.
