In my contract I have something which says
"The employee will receive tax free expenses in accordance with the expense regulation for expatriates from the Zürich Tax department dated 23.12.1999"

How much is this in reality? So if I have expenses of 2000CHF how much would I approx get back?

The quoted document permits deduction of up to CHF 1500 pm from taxable income, provided certain criteria are met. These include that you continue to maintain a residence in another country and therefore have double costs of accommodation, etc. That must be proved with rental contracts, etc. in your previous country.
