Quellensteuer refund for foreign artists

Hi everyone,
I searched around for a while and found some information, but I was wondering if any of you know more about this:

My husband was hired to perform for two weeks at a Swiss hotel and ended up having to pay about 30% of his income in taxes. The largest chunk was 14,4% for Quellensteuer. Locals in St. Moritz only pay 8%. A bit of googling revealed that that is the Quellensteuer percentage reserved for foreign artists and performers coming into Switzerland (way to support cultural exchange BTW). Is there a way to get a refund of some or all of the taxes? He is a US citizen and resident of Germany and under the tax agreement between the US and Germany will be paying taxes in Germany. I have been reading conflicting information regarding this.
Has anyone come across this? Any input will be much appreciated.

Ask the Graubunden Tax Department in Chur for a refund form. It must be submitted to the pertinent tax office in the resident country (DE) where you file your returns. That tax office must attest that the income is taxable in DE.

Then, depending on the tax treaty between CH and DE, the Canton of Grisons would refund.

The process described above is generic. I do not know the details of the CH/DE tax treaty.

You get a Swiss refund when you pay the German income tax. The German tax rates are probably higher. Maybe it is better for you to not go the refund route .
