Each Forum subsection has general guidelines in the form of stickies. They don't always define what can and what ought not be posted, but users can get an idea of what's appropriate.
It's really no big deal if something gets shifted to a different Forum. As long as there's mileage - see what I did there? - in a thread, it'll get responses and thus prove helpful. Mods move threads to make it easier for others to find info. We usually do ok and ask Members to apply their intelligence.

You've created a thread out of nothing because your thread was moved and nobody, not even you, really cares. The original thread and this one really just seems like an effort to announce your special new toy. It's great and all that, but just announce it. In answer to your question - and in some way the OPs - we're still trying to perfect the place and make it easier for people to find info. Just, I dunno, it would be a bit of a waste of a Friday night and this repeat of QI is very funny.
I'm sure some far sighted soul will quietly adapt the relevent areas and nobody will notice the effort expended and by small degrees people will be happier than before.
