A new message today from someone who feel lonely and would like to hang out with me...

The message isn't bad in any ways, so I don't see why I should report it. But I am wondering why someone with 1 post can send PMs to anyone. The guy would have better results to post is request of making friends directly on the forum.

Newbies are allowed to send PMs, for example to reach the Advertiser for a job on here. There is a limit imposed ( max 4 per day ) owing to spamming member with unsolicited PMs by rogue new members.

You might want to politely inform the newbie that you are abroad

EDIT: That new member has been reported by an established male member on here, and has met his quota of 4 PMs per day.

We strongly discourage the sending of PMs to individual EFers by new members. It's nothing to do with 'taking it well'. Some members might be flattered that they have been 'selected' as a friend and the younger members might be tempted to meet up on a 'private' basis. Anyone who is 'reported' gets a friendly warning that it is frowned upon and a repeat of this might mean a temporary ban.
Mods aren't just hear to annoy members, we try to protect them (sometimes from themselves) too.

I think I am a bit late to this but, still feel strongly enough to reply

…um, HOW THE HELL DO I USE THIS SITE?!?!

I can't even figure out how to post, let alone get ten posts up before I can PM someone…which by the way, since there is such limited info on the person I have NO IDEA who I am ping!
How am i supposed to meet people if I have NO idea how to communicate other than through Pm?
With that being said, I am sorry for the unwelcome emails that you have received. I think all forms of cyber socializing sort of illicit that unfortunate behavior by morons. Facebook drives me nuts with people I don't know "friending" me, and Skype? I have strange dudes in india CALLING my computer, and I have a very private profile; no pictures of boobs or sexy anything anywhere…
Anyway, my point is this: this site is hard enough to figure out for people who aren't really computer literate, (and yes, to who posted that newbies can only PM twice a day, that is correct, which creates another difficulty) I'm not a moron but I really can't make sense of this site and I have been a member for months. Quite honestly I just gave up on it and check it randomly to read posts. I don't communicate cause I can't figure out how other than pming people, which makes me feel creepy, so I just don't. Maybe these people pming can't figure the site out?
I understand your discomfort with random emails and I do sympathize, but please don't push for more restrictions on this site. I can't communicate in Biel and I can barely communicate on this site in order to find people to communicate with in my new town, ahhhhh!

First - you found Introductions quite a while back. Step one successfully achieved.
At the top of that section Forums > Living in Switzerland > Introductions

you'll see a Thread which looks like this Sticky: Please read this Information before posting your Thread

ah, but you didn't did you?

There is enough information contained in that harmless looking sticky to keep you out of mischief until next Wednesday. Come back then and we'll look at the next step.
I appreciate that it isn't all that easy, but I managed it and I'm not exactly, what do they call it, a 'from-birth-onwards computer-literate- being'. Forgive us the muddle and have another go at it.

So today it happened again, someone with 0 posts sends me a PM telling me that he is new in Basel (where I do not live) and that he wants to play badminton and if I had any ideas. I said yes google it. WTF?
