2) It's also longer in part because it includes a lot of extra boilerplate of dubious utility. Not allowed to make a post that conceals or obscures a banner ad? How do you even do that?
3) Apply moderatorial discretion with a trowel as is customary, and you'll find none of it really matters anyway. Strictly speaking, half of Complaints Corner ought to have been rooted out under the old T&C, never mind any new ones. The mods haven't changed and neither have the rules.

But, no, the location of the server is not indicative of the laws which apply to it. This is where it gets murky and this is also why I'm not sure why folks are in a bit of a tizzy over a social board (Facebook has much, MUCH, MUCH, more p0wnage than the local does) writing up a fairly generic contract for use.
I'm no lawyer, but I've hung around plenty of them having managed large installations of systems....the truth is that it's kinda uncharted territory. Much like the hat trick that internet sales still evade state sales tax. Boldly go...
