Not allowed to receive PM

I understand the following:

If you are a new member and/or have a low post count, the number of PMs you can send per day is limited. (Limit has been set up to prevent spamming with Private Messages)
But it just happened that I received a PM from a Newbie 1st Class and I wanted to reply, hence got the message the person was not allowed to receive any PMs. Does the rule for sending PMs also apply to receiving them?

Apologies if this has been covered elsewhere, I looked through the forum support threads and only found the ones about limited sending.

I think it is more of the case that the user has not set up or disabled receiving of PMs. ( or has been banned etc. )

This is a screenshot from your profile.

Perhaps try sending the member an email from your Messaging System.

I'm always wary of sending emails as I think ones own email address then shows up. Or am I wrong? I'm not very savvy about such things so just avoid doing anything which might just give away info which I don't want to pass on.
