The written guidelines for the reasoning behind placing Threads in the Off-Topic section as opposed to sub-forums in the main part of the English Forum were not easy to find. Maintenance Issues and Current Workload - The Beginnings – some of the contents here are no longer accurate or even relevant but it shows the Forum when it was small and the beginnings of the Mark's work the work of the early Moderation Team and information as to where Threads belong. Swiss Related – Mark’s view on what belongs in the main part of the Forum and what belongs in Off-Topic. New Forum Structure – Thread by Mark with the original titles to the Sub-Forums
Edit: 'are not easy to find' replaced by 'WERE not easy to find'. The guidelines are in the links.

Ask Editor Bob to move from the statement that " off-topic is whatever hte mods want it to be..." and state what should go where
If you have have chance, visit bullshido.net and how they define and warn about forum and subforum contents.
EDIT: Bullshido is currently down.
RE-EDIT: I cached one of the forums with google.
NEWBIETOWN: Introductions, stupid questions, and general noobness. TROLLING THE NOOBS IS A BANNABLE OFFENSE IN THIS FORUM. Of course, if you catch them in the wild, it's open season. So if you're a noob and aren't sure about something... POST IT HERE!

you are right. they are not easy to find. For example you missed this: Guidelines for posting off-topic messages
AFAIK some mods incur in solving technical issues with computers...

Quite honestly when, after about half an hour's searching, I finally found the posts which I knew existed but couldn't find, I didn't look for any further ones on a similar subject.

It's always easy when you know the answer.
Maybe you are better at it than I am, but I spend an awful lot of time searching for stuff on here which I know I've read but cannot remember the exact wording to search for.
