Actually pretty much everybody in Catalonia for example is effectively bilingual, as a minimum.

This has nothing to do with the quality of Modern Languages teaching, but that a vast number of pupils in secondary schools are not taught Mod Langs at all. And that it is also the case for the massive majority post 16- whereas in other countries, one and mostly two foreign languages are compulsory, right up to University, and also for Apprenticeships.
