To be fair, no one has shown conclusively if it's a bug or a feature (for apple). they might just try to delay it long enough to give a temporary advantage (c.f. delaying exposing hardware acceleration APIs needed for Flash acceleration).

I have never developed on the iPhone SDK, but I think it is safe to assume there is a library for accessing network resources, and that all 3rd party apps use the same library. Except Apple themselves, of course.
Rather than Apple debilitating some apps, what is equally likely is that some developers are coding their apps badly. But I can see why an easier out would be to blame Apple.
