This is a 5-lane highway and the guy in the Nissan has really driven wrong way!
An average speed on this highway is about 100 km/h. Could you imagine that anybody drives this way in Switzerland or Germany? I can't.
If somebody is going to drive in Russia, in particular in Moscow, be extremely careful. You really can face the situation like this.
Unfortunately it isn't a police car. Often top managers of big Russian companies have blue lights on their cars.
All police cars in Russia have blue number plates
So the number plates flash ? What lights do Police cars in Russia have then ?
No They have blue flashing lights on top. That isn't unusual. Also their number plates are different from regular: white digits and letters on blue background while regular number plates are black digits & letters on white background.
Also they must have flashing lights and siren always switched on when they drive somehow off traffic rules: driving wrong way, very high speed etc.
The car in the clip is definitely not a police car.

So sad.
Re:- USA vs Russia
As we know Russian vehicles are maintained by the same guys who look after the Cairo taxis. Add that into the mix and we have something very un-nerving.

Actually over 186 mph (299 km/h) was recorded in the UK on the M1 in 1964. There was no speed limit then and AC tested their Cobra cars on the M1. The result was the 70mph speed limit...
