For that crank/handle you turn to get the window shutters up or down.
Crank sounds awful.

Well you COULD say the Storen or Rolladen: handle,
shaft,
pole,
actuator,
winder,
rotor,
do-dad,
turney-thing or manual feedback roto-vertical torque conversion arm
but crank is the most accurate.... n.b Disclaimer : some descriptions mav be wrong, silly or down right stupid |

In french they're called "manivelle".

Since most cranks are hand-handled (!), especially on blinds and shutters, the "hand" part can be omitted, making it Rollladenkurbel. Here, Rollladen-Kurbel would look a bit strange, but, t.b.h., I do not know what rules would apply.
