We never sang it in brownies or guides in the UK so I would imagine it's origins are from over the pond (girl scouts being typically American).

Scouts today are still very much ging ganging their goolies and enjoying every minute of it.
Thé cubs in my pack were quite partial to Charlie had a pigeon. Don't. Think I like the flowers would cut it with them somehow.
