If I remember correctly, the police do not like the idea because there would be no flash and no bang (duh), so very hard to identify where the shooter is.
Still, given the ingenuity of American gunowners at avoiding the law, I'm surprised that they are not freely available at gun fairs, or under the counter.

Think of a silenced gun as a Harley with a working muffler.

Also accuracy is reduced, AFAIK.
And anyway, there's not much point in using a silencer when you fire rounds from an assault rifle.
That's not exactly the definition of "subtle".
