Spanish residency with a 160k EUR house?

Read this interesting article after hearing about it in CNN on the weekend.

Not sure about how residency can translate into citizenship in Spain, but I reckon if the hurdle is not so high, it might be a stepping stone for people (especially non-EU) to come to Europe (and hence CH)?

What do you think about that?

If it passes, big if, it will mean that people can use this to reside in EU, but importantly cannot work without the usual process.
