Musk is arrogant and a bit crazy. Not unlike other famous entrepreneurs.  Sure he was promoting his company, but the idea of a tunnel to get people out of a cave isn't terrible, particularly when the people to be rescued can't swim. He isn't afraid to take risks. He sees a problem and tries to come up with a solution. That's not necessarily a bad thing.

I think it's no surprise that some very smart people are also absolute ars#h@les. Steve Jobs for example. Musk is probably even more extreme than Jobs.

The guy who said the sub wasn't practical might have been a bit more diplomatic in his wording, but probably hadn't slept much since the rescue started.
Musk, although laudable for offering his resources, might have just let it slide.
At Copiapó, once they'd located the chamber and were able to supply the trapped men, it became a technical problem (A difficult one, but nontheless
technical). In Thailand the weather was threatening to make things worse.
