Are you covered for any space junk falling on you? Considering the amount that's up there, I wouldn't be surprised if cover is excluded by insurance companies.

From your npr article - "..scientists say it's unlikely that the now-uncontrolled booster will actually hit someone.." Nice. Unlikely is the Word of the Day? They said 70% chance of falling into water. I don't like this.

The 70% chance relates to the planet being covered 70% by water. I don’t think that is the case between 41.5° N and 41.5° S.

If it had come down just a few minutes earlier in would have impacted somewhere between Spain and Egypt along the Mediterranean sea. A few minutes later over India.

Yes, China acted irresponsibly. They need to add the extra hard and software to be able to control the descent. Maybe they aren’t as good as they think they are.
