Dude, that all potentially means nothing, and not enough to be intimating anything untoward on the part of the landlord. If he's out of the country and/or the phone is switched off, you will get exactly what you are getting, but there you go casting aspersions again with nothing to back it up. TBH, if I had someone ragging my arse for the deposit back after such a very, very short time period, I'd want to know what the rush was so I'd be wary to, especially as you've left the country. I would also be reluctant to issue your deposit without fully being satisfied that both the place was fine (which seems agreed) and that there are no outstanding liabilities that I might get landed with... patience is virtue that appears to be in short supply here.

BTW - if you are contracted to end Dec, I think that is when you are liable for the property for, regardless of when you vacate, so the the 9 working days would be correct.
