Purchasing property as a "vacation home"

The in-laws (US citizens living in the US) are interested in purchasing a holiday property in Ticino. Typically this requires for them to obtain a "vacation home" permit from the canton that allows them to purchase any property that is marked as a "vacation home" (i.e. less than 200 sq. m and in certain geographic areas). Some questions:

1. Which Swiss banks are willing to provide a mortgage on such a property for non-EU foreigners living outside Switzerland? I know UBS does not.

2. The removal of the Lex Koller law only applies to EU citizens I believe. Anyone know about upcoming plans to allow for non-EU citizens to purchase property easier here?

3. Any idea what areas in Ticino count as "vacation" area? i.e. Lugano, Locarno, countryside?

4. Can such a home be rented out or can it only be used by the owner?
