In our appartment our toilet and bathroom are in the middle of the building and do not have windows.
Up until recently they have been perfectly well ventilated by the communal ventilation system.
Recently the concierge has fitted a clock to the communal fan system and the rooms are only ventilated a few hours a day

Is this against regulations? (Swiss) It seems to be an attempt at saving money. This does restrict using the loo between certain times

No it is not illegal or anything. But you might like to write to the landlord pointing out that unventilated bathrooms are a mecca for mildew and mould, requiring expensive repairs. Maybe suggest he keeps the fan running from 6 am to 11 pm. Send the letter registered post, so you can escape any consequences on mould in your bathroom when you move out!

And maybe clarify now who will be responsible for clearing mildew and mould. It's been suggested before that it is the tenant's responsibilty.
