Almost all fridges in continental Europe have controls working the way the OP's boss said, i.e. the higher the figure, the lower the temperature, the figures just representing an imaginary "cooling power." However, as the photo of the control very clearly shows, this particular appliance is an exception in that the setting is in centigrades, and since centigrades above freezing are positive figures, "8" means higher temperature than "2." Put it to 4 and wait. It does take a while.
With digital electronics taking over just about every aspect of life, I think sooner or later this kind of control will become the norm.
