Re: Owner-occupier (PPE) meeting and noisy kids

Like I said, these kids aren't naughty or deliberately destructive, but there is collateral damage, of course. Along with the odd sweet wrapper etc. Our main objection is that they have a perfectly good garden and play area of their own, but it is just more "convenient" for them to play in ours, because it is right by their buildings' entrances. To put it into perspective, there are exactly 6 children (15 or under) in our PPE of 30-something appartments; my wife once lost count at 15 kids playing outside our appartment block.

So children should not learn to respect others while playing? How are you about selfishness while playing? Is that 'just what kids do?'. Do you let kids run around screaming in your home or in a restaurant? It's 'just what kids do', right?

OK Keith, say you had your own house and nice garden. Would you let 15 assorted kids from the neighbourhood play in it, with their bikes, balls, roller-blades and skipping ropes, if your own kids weren't amongst them?

Erm, in my garden, or with my friends in their gardens. What's your point?

There are such things called playgrounds. They cost a lot of money, are equipped really well here, and are a lot more fun than a piece of lawn and cement.

One just has to walk over there to them, they are placed strategically close to where people live. There are also various skateparks and other fun places for older kids available.

Did you actually read through my original post? They have a perfectly good play area and garden with their own appartment block, but somehow prefer to play on ours, for which we, as owners, have to pay the upkeep and repairs.

Your point being that my private garden should be made public so children don't play in the main road?

There are public gardens. And playgrounds. When my parents didn't have the possibility to take me to a playground, I stayed at home or visited a friend. I didn't go bother some poor guy because he had a garden near by.

When I learnt to play quietly and as a civilized human being, I was allowed to play on neighbour grounds. After express concent. Dind't have less fun for respecting other people.

You know, the nice thing about here is, they are almost everywhere. Very available. So, I say, let's have kids play, sure, they must! But not wrecking somebody's yard, that's what community built the places to play. Most communes we have here, also provide a room for kids for parties. Where they can meet up, play table tennis and party. I have seen a couple, I thought what a lovely idea.

Re: Owner-occupier (PPE) meeting and noisy kids

Well, my childhood was a strange life, often the attitude toward "kids in the yard" was divided between whether we lived on base or off.

If we were living on base, we all essentially were renters, and while many made effort to keep the front yard looking nice and pretty (even with competitions about who had the best looking yard), the back yards and more common areas were pretty much a free-for-all. In addition to that, generally there was some sort of playground (basketball court or baseball backstop plus some slides, "monkey-bars", "jungle gyms" and things to climb on)... so no one had any expectation of quiet.

On the other hand, living off base, whether in apartment complexes / townhouses or in single-family dwellings, the areas for each building tended to be fenced off and no one went into any of the privately owned space of the neighbor. In these situations, the development or apartment complex tended to have a somewhat private road, so again, there was very little expectation of quiet as all the kids were then playing in the street in front of the houses.

Bases and private living areas being different though, my mother often sought a solution to help keep things peaceful in the neighborhood, not so much by quieting the kids but by helping give them a reason to WANT to protect and respect the private areas. More than once we were living in areas where mother would help the kids dig out areas for their own garden patches, whether or in our yard or their own (or sometimes in a small area of Grouchy Smith), allowing them and helping them also to pick out what they want to plant. Making sure the kids themselves had a reason to NOT want those plants spoiled by rough play helped keep the play to areas where the noise level was a bit more diversified and where they were less likely to trample Grouchy Smith's prized pansies and petunias.

The point:

Perhaps a similar solution would work for you Paddy? Go to the garden center and pick up a few large containers for gardening (big half barrels or something) and fill them with soil. Place them a distance from your terrace that will help keep them from getting too close to the echo-y spot which also, by the simple fact of being there, will help but some dampening on the noise itself.
