Certificate of no debt form for G permit holder? (Geneva)

Does anyone know if a G permit holder can get a certificate stating they have no debt from the 'Office de Poursuite' in Geneve?

Myself and my friend are looking at getting a flat and we both need this form. I have it already but as my Friend is currently living in France (divonne-les-bains) and has a G permit we don't know how to go about him getting one. Does anyone have any ideas? Is there an equal form he can get from the french authorities

I am quite sure they (Offices des poursuites et des faillites) will be happy to receive your application, associated fee in several Chuffs and issue you the certificate / printed paper.

I just went through this. I'm Canadian, don't even have my physical B-permit yet, and they did it in 5 seconds. Its just an assurance that you don't have any issues against you. You don't have to have some kind of active file / social security number or anything.

Have your friend show up with a passport and they'll give you one. For about 17CHF anyways.
