Untrustworthy property manager??

I'm putting question marks after that title because I really don't know yet. I'm hoping they're not.

Basically I applied for this one apartment. I called last week and was told, "Congratulations, you've got it." This, however, came after a call from the property manager asking if there really wasn't going to be a husband on the lease (like maybe I forgot ). But I got it after all. Fine.

The person I've been in contact with, who sounds like she could care less about keeping her job, told me when she gave me the good news that she'd send out the lease right away. The apartment, of course, is still posted on homegate.ch.

No lease. Yesterday I called and she said, vaguely, "Oh yeah, there was a problem with that ... I'll mail it today." Still no lease. In the meantime they can take new inquiries.

Are these people taking me for a ride? Seems to be a real property management company with a traditional Swiss name, not some fly-by-night operation, so why haven't I received the lease? Is this common? I'd had the impression that most Swiss people considered spoken agreements binding. Did I just come across an exception? And what can I do now? I need an apartment by Dec. 1, and I'd stopped looking because I thought I had one.

If you have the name of the person, just show up at the office and pick up the documents personally.

OK, I couldn't chill. I called her again today. And it's a good thing I did because she told me, patronizingly, that "it takes a loooong time to set up a lease." Hello? Does it normally take this much time (going on a week and a half here)? It's not a brand-new building, so surely the existing lease can be used? She said there were "complications" that her supervisor - who conveniently wasn't available - would need to resolve. Again, the apartment is STILL online, to all appearances still available.
