Those building poles and length of time before they build?

Does anyone know how long is the average time between those building poles going up and them actually starting to build?

We have an old building in front of us which today has had massive poles placed all over it, obviously I presume they want to start building in the summer which would be a major issue for us when we have just had new born twins.
