Fire Extinguisher Exchange (ikea)

Speaking of fire extinguishers.

We bought one from Ikea several months ago, but now the needle is in the red part (about 5 bar, when green starts at about 10).

Does anyone know if we can refiill/part-exchange it at Ikea? Or, failing that, where does one recycle/dispose of a fire extinguisher in Basel?
