I guess it makes sense really considering Hornbach and others sell sockets and switches etc.

'Certain work' does not, AFAIAA, include fitting a couple of new sockets or similar. New fuse box, circuit breakers, stuff like that, yes. Even then, the DIYer can do it all themselves and get it certified afterwards, as seems to be true here.
