Landlord requirements for old appliance repairs.

So, my landlord seems kinda cheap.

After a few weeks of moving in we noticed that the fridge acts weird. Super cold on the upper-back wall (beverages freeze if resting against it, need a few CM clearance) and the bottom pull-out (for bottles) hardly gets cold at all. It's like the cold air distribution totally sucks (broken fan maybe). We tried adjusting the temp. Colder it freezes more on the upper tiers, warmer, well, not happening. Landlord says its normal. ooook

A friend took a happened-be-be-here look and said it should be cold through-out. The date of install was 1996.

He looked at the Dishwasher too as the soap detergent dispenser, which opens when it's time, only opens on Normal wash 95% of the time. On any other wash choice it's about 50%. Again, Landlord said nothing he can do about it. "Use smaller detergent cubes." was his advice. LOL, these are the smallest/thinnest one's available before going to pour-in liquid or powder. Not the issue as we test-ran the washer a couple of times with the soap thing empty and caught it not opening. It is not being blocked either.

Our friend pointed out that if you submit a written concern via registered mail, the landlord has 2 weeks to repair it (or at least taken steps for a guy to come out), or after that time you can repair it and just deduct the cost from the rent. And if it's a problem with a 'Fridge, if it's over 10 years old, the Landlord needs to replace the whole shabang.

My wife thinks she found some some info about renter laws with regards to appliances but can't find it right now.

Any thoughts from you guys would be appreciated. =)
