Questions about heating in the apartments

Dear All,

I am renting an apartment from Regie Galland. It's in a very old building (Rt Aloys-Fauquez 4) and I am on the top floor (4th).
All the walls (exterior included) are made of wood, there isn't anything made of concrete in my apartment save the floor.

I have reported last year that my apartment is freezing cold, during January and February not once did the temperature go above 17.0 degress, usually it is 14-16 celsius (all rooms).

They have done nothing about it. Except they charged me extra 900CHF for the heating after in spring.

This year it is a little bit better, I have constant 15-16 degrees in all rooms. NONE of the radiators are working (I bleed them but nothing comes out, no steam, no water, no heating fairy)

Two days ago the concierge admitted that the insulation in my apartment is practically non-existent and the radiators must be dirty too, probably clogged.

Out of the five radiators, two is a little warm at the top next to the thermostat knob. That's it.

Still, the Regie doesn't care, they send the concierge out, the concierge bleeds them, he says 'now it's warming up' and leaves.

I am now moving to South America in three weeks for two years, than back to Switzerland.

What can I do during this short period of time? I would like to start an official process so they have to close down the apartment as it is unfit for living and completely refurbish it. I told my neighbor/friend who is taking over the place that it's like the north pole but I am not sure he gets how cold it is...

I still owe half a month for the Regie (900ChF) which I am considering not paying. What are the legal implications of that?

Normal advice would be to join Asloca, the consumer association for tenants - as they would give you advice about possible withholding of rent, etc. Not sure if it is worth it for a few weeks. Why not ask the person who is taking the appt over if they would be prepared to buy from you an electric oil-filled heater which you could use in the main room in the meantime. I'd certainly advise him/her to join Asloca and to get support from them on dealing with the problem long-term. If the radiators are dirty and the pump old, the heat is just not reaching those rads!

Where can I quickly buy an oil filled radiator? What is the cost approximately?
