Apartment handover: new damage not in the protocol

Hi everyone!

I've got quite a simple and, I guess, typical question. Googling did not help.
I received a final calculation, 4 month after the day of handover. There some items not mentioned in the handover protocol. The question is: do I still have to pay whatever they want to bill me for?

I have a guess where the new items come from. There was a damage caused by the building renovation works, and it had to be fixed by the agency after the handover. I guess the new damage caused by fixing that old damage. And now they want me to pay for it.

A new tenant have some time, usually 2 weeks, to report any damage he finds later, after the handover. Who pays for that damage?
