Apartment in old building and ceiling lamp

I know there have been a lot of threads about installing ceiling lamps and I have read most if not all of them. Unfortunately, none of them seem to apply to the type of ceiling in the apartment I'm living in.

It is an old building and there appears to be a layer of what looks like straw right under the layer of paint on the ceiling.

In another room, there was a small hole right next to the hole with the wires coming out of it that I put an anchor in. That was enough to screw in a hook and that is holding up well for now, although it does not seem like a good long-term solution.

However, in the living room, the hole with the wires is larger and, as far as I can tell, there is nowhere to put a hook and anchor (see image). Additionally, I tried probing the hole with a screwdrive and it went in a good 12-13cm into the straw without hitting anything solid.

I have been told that there should be a wooden beam somewhere in there but so far, it has managed to elude me.

Any ideas what the correct installation procedure for a ceiling lamp would be given the situation I described?
