Can't see the picture. Can you re-upload it and/or describe more precisely what you're trying to do?

A bradawl, perhaps? It's used to start a hole, usually in wood, as a starter for a woodscrew to go into. If so then anything like a nail, cautiously used, should be fine for a single job.

If you were to drill in the walls, can you be sure that there's no electricity cable or water pipe beneath the surface?

If the tool, is indeed a bradawl, and your screws aren't long, you should be able to push and twist sufficiently to make a hole for a screw to hold.

I'm assuming you're looking to attach plastic caps on the wall, for the ends of the gate to fix into.

The ones I had, also had sticky pads on, and these were sufficient - well, for the bottom of the stairs, possibly not for the top, though (although I did, too - but on wood).

If you are renting- is it a good idea to make holes. We bought the gates with expanding non screw fittings with clamping pads- they hold really well and without any damage.

Can you get clamping pads that fit any stair gate, or do they go according to brand? We need something a bit stronger than what we have right now.

You could use stronger self-adhesive pads on the clamps. You can get strong ones from DIY shops.

The problem then, is when your older son's friends try and open the stair gate by brute force, the send themselves, the stair gate and half the plaster on the wall down the stairs at the same time.

In the end we used some screw-on ones instead. If you do use a press-fit one, give it a good shove before use as that is what your kids will do.
