One of my friends is looking for an apartment in Neuchatel since last 3 months, but he is unable to. Maybe due to his low salary, which is around 2000 CHF and the apartment rent used to be around 700.

What is the possible way that he could get an apartment?

Maybe if he shares with someone then shouldn't be a problem.

Is he working 100 % ?
Does he have an unlimited contract, as well a permit B or C ?

Yes, he has B permit. He is a full-time student, getting a monthly stipend. I think its not considered as job.

All the students, apprentices and young newbies I've known have just rented a room in a shared apartment.

I'd imagine as a student there's plenty of noticeboards etc with this sort of thing being advertised?

Try air BnB and try to negociate. I don't think you get an appartment, but rent a room, easier...
I am in the same position here.. but it is really hard because when you rent a room, people don't really want to help you mit the necessary documents...but it is working for me, can't complain....even is beeing hard.
Try WGzimmer or in the public taffels in Migros, Coop, with free annoucements...
