Withholding rent for a plumbing problem

Can anybody remind me of the process for this in Geneva? I have a flooding problem the Regie is not interested in because it needs to be fixed by the building Regie (different to the apartment Regie). I visited Asloca the last time it happened (it happens every year and the fix is only temporary) and they told me I could do it as my apartment Regie are still responsible. They said I could send a registered letter giving them a reasonable amount of time to fix the issue and the letter can be in English. Any idea what a reasonable amount of time is? We have flooded once nasty black gunge and the plumber said we only have a week or 2 before the next flood will happen. I work away from Geneva during the week and so cannot go back to Asloca.

Vous risqueriez une mise en demeure et une résiliation de bail pour non-paiement du loyer. En revanche, en suivant une procédure particulière, vous avez le droit de consigner votre loyer, c’est-à-dire le déposer sur un compte spécial où cet argent est bloqué tant que les réparations ne sont pas effectuées.

Roughly translated.
Q: Can I stop paying my rent due to a problem?
A: NO. You risk the owner/regie ending your rental contract for non-payment of rent. There's a procedure to follow; you need to put the rent into a special account where it's blocked until the problem is resolved. There are very strict rules about how this account is set up/controlled and you really do need to contact ASLOCA about the correct way to do this.


Write to the regie, give them (say) two weeks to fix the problem permanently or say that you will withhold/fait consigner the rent until such time as it is fixed. Make sure someone is avaliable to allow access to your appartment.
