Do you pay any utilities directly?
I think if your landlord was reaching into his own pocket to make up the shortfall between what you pay in NK annually vs.the actual usage costs you would certainly have heard from him in the last 10 years.
However, if your lease says "akonto" there is nothing to stop the landlord from presenting you with a bill. Of course you would be entitled to see the back up.
What about other tenants in the building ? Do you know if they have the same type of lease?
The expression "let sleeping dogs lie" might be the best approach here. If you ask now you could possibly be in for a very unpleasant surprise.
