Maximum allowable number of subtenants

Hi All,

I am renting an apartment as a subtenant and share it with one other subtenant. We have a large habitable attic that has the same floor space as the whole flat and would like to rent it out.

We have asked the main tenant whether we can sublet the attic as it is dead space at the moment. He has said no as it is against city regulations. Can any of you confirm whether such rules exist as we are keen to negotiate with him.

Probably considered a fire hazard & can only be used as an office/playroom.

It's non habitable space so can't officially be used for living, same as a basement.
The plot of land has a coefficient of the amount of habitable space that can be built, no limit on non habitable space.

However I did once live in a basement in ZH with it's own entrance, shower etc. I never had a contract but was registered there for 4 years.
