PPE responsibilities of apartment owner?

As my first message to this most helpful forum.

I have bought an apartment in PPE of 10 apartments few months ago in Vaud and cannot get a clear view of responsibilities in PPE. It is mostly because i have not yet learnt French enough.

It is logical that PPE takes care everything outside considering the whole building and infrastructure of apartments like heating and water, but what should i repair by myself inside and what are on responsibility of PPE.

Are for example the
- toilet seat,
- outer doors of my apartment,
- taps,
- bath tub
- sink

on my responsibility or should i just ask PPE representative to hire some professional to fix them.

I understand that there might be differences between PPE's but in most western countries these things works in quite similar way, but how about in Switzerland, Canton of Vaud.

Depends on what is written in the contract. We share the cost for any repair done outside, anything inside is our own business.

If you buy an appartment in an appartment block there should be a contract between all owners who is responsible for what

We have a PPE apartment and all painting, maintenance to the outside including internal stairways are looked after for us by the administor who your building use.
Everything internal is our responsibility.

You will have a yearly meeting where the budget will be discussed and any problems or work that need to be done will be talked between all the co proprietors and the necessary action will be taken.

Generally for an appartment in PPE you are responsible for everything within your appartment (and other bits that are exclusively yours (cellar, garage, bits of garden, etc.). In principle everything else is the responsibility of the PPE. There are exceptions to this, if your heating system is standard old-fashioned radiators, it may well be the PPE which will take over their maintenance (purging, for example). In principle these details should appear in the "Règlement de PPE", but inevitably these don't cover every single detail and many annual PPE meetings can spend hours debating what should be in and what shouldn't.
In any case, before buying, do read the Règlement de PPE and ask to have a look at the accounts and the Minutes of the last GM.
In terms of the accounts, check to see if there is a "fond de rénovation" and in what state it is. See also how much the monthly/annual costs are. These will vary immensly depending on what the PPE is supposed to look after. Lifts and swimming pools, if present, cost a fortune.
