I support the right for the OP to complain & action to be taken. When we had a house built, one of the painters was smoking dope! We moved in & the architect decided the job was badly done so they moved all our furniture out into the "garden" which was actually a patio with soil around to repaint the ceiling... whilst I tried to juggle a newborn & a hyperactive toddler.

Our house is currently being built and we've noticed the same problem. Currently only concrete floors, so we aren't too bothered. If it continues when the floors are down and the walls are painted, that would be extremely disappointing.
