How can one negotiate away the penalty of fixing the mortgage terms for a differed (repayment) date? More specifically, if the mortgage is fixed now for June '17, the bank will offer a higher interest rate (ex. instead of 1% it will be 1.05%).

So far:
Mixed: Libor @ 0.85; 5 yr @ 1%; 10 yr @ 1.4

but if I do it now for June '17, it will be

Mixed: Libor @ 0.85; 5 yr @ 1.05%; 10 yr @1.45

I'm still shopping around. Had a similar experience with Raiffeisen as mentioned in this thread.

Can I eat the cake and have it, too?

You always pay a forward premium for securing the rate more that 3 months in advance so extra 0.05% is normal.
However, the rates you're getting are too high to begin with - homegate.ch (online 'arm' of Zürcher Kantonalbank) currently shows 5yr@0.80% and 10yr@1.184%.
