Glass pergola over a balcony -- can we do it w/out tons of permissions?

Hello,
I've seen similar threads but could not find the answer to my question. Would greatly appreciate if someone can direct me to a thread or knows the answer.
I would like to know if building pergola style glass cover for my balcony needs a building permission or not.

We live in an apartment with access to the roof terrace, but also have a balcony. We have two crazy cats that stay home all the time and are not allowed to the roof because they would exterminate all the birds there. Not allowing the cats to the roof is easy, we have to get out of the apartment to get to the roof. It is more difficult with the balcony - it is opening into the living room. Last year we tried to control the cats, but they caught a few birds nevertheless.

The balcony is quite big, about 12m2, on the second floor w/out anyone above us, so it is open to the sky. My idea is to cover the balcony with glass pergola, so we will restrict the cats, and would get usable space with "outside" feel. Perhaps we can make one wall netted to allow air in and no cats out. Just netting or putting glass on the perimeter would be an alternative, but IMHO would look ugly and certainly provide less functionality for us.

My question, apart asking the neighbors for permission (this is a PPE), do I need any other permissions for such a construction?

1) Do you own the apartment?
2) Have you read the rules with regards to change of externals to the apartment block's?
3) Have you spoken to the bauamt?

As for fees: 900chf is give or take the base cost of applying for a permission

How about some polls on each corner and you put a screen up? Birds won't be able to land on the balcony.

Yes, we own the apartment.

The poles in the corners and perimeter netting do not work well -- we already tried to do something like that. The birds in spring still get in. This is the reason I am thinking about the structure with some kind of a cover, i.e. roof-style.

I cannot figure out if it is considered outside construction or not --- I tried to read the rules of the PPE but it does not give a clear treatment for it.

Speak to your building Verwaltung and then your Gemeinde Bauamt.

In my village, it is most definitely a structure requiring a permit.

Sometimes a permit is not needed if you can get written agreement from all neighbors who would be able to see the structure, here the Bauamt could advise you.

BUT if we have learned anything from such posts on EF, building standards and more importantly how they are interpreted and enforced vary widely. What is strictly enforced for one application might be leniently interpreted for another.

So ask the Verwaltung and the Bauamt, and get the response in writing.

I expect you'll need permission for external changes from the PPE at the annual meeting or try sending a letter, but 1 opposition is enough to block it.

Remember the Swiss like things to look uniform......
