Youth hostel in my neighborhood, the noise is getting out of control - what can I do?

Hello everyone,

I have a question about what I can do with a rather difficult situation in my neighborhood.

There is a youth hostel within close distance to my home, I have lived in my apartment for around 7 years and it has not been much of a problem until this year. The large groups of teenagers the hostel is accepting are simply out of control - even with chaperones. I am lucky enough to be located directly on the Rhine, but in a quiet area. However, these teenagers believe the area outside of our home is party central - which they choose to use usually on a Monday night at 2:00 AM. In addition, they damage property in the neighborhood by destroying bicycles, marking graffiti on our walls and leaving trash everywhere. I have often called the police, but by then...my sleep is already disturbed and my work day is ruined. I don't want to have to call the police all the time - it should be stopped before I have to.

In an effort to improve the situation, I have very kindly contacted the hostel several times to ask that they remind the guests that this is a quiet neighborhood and that if they party on a weekday past 11:00 PM, the police will be contacted. Each time, the hostel has been very dismissive and at times rude and refuses to accept responsibility - this is my latest response:

"Besten Dank für Ihre Mitteilung. Unsere Gäste werden bei der Anreise auf die Nachtruhe ab 22 Uhr in und um die Jugendherberge Basel hingewiesen. Wir werden auch weiterhin bemüht sein, und unsere Gäste auf die Ruhe in unserem Wohnquartier hinweisen. Da es sich wahrscheinlich nicht nur um unsere Gäste handelt, bitten wir Sie in Zukunft die Polizei anzurufen."

I love how they are silly enough to insult my intelligence by stating that perhaps it's not even their guests who are causing the disturbance. Of course it's their guests I'm contacting them about - I know the difference and I see each time the police marching the teenagers back to the hostel.

What can I do?? I do not expect the hostel to control their guests, but care and concern for the neighborhood's inhabitants would be appreciated. Is there an official complaint I can make with the city? Or with the police? Or will they also be dismissive of my problem and simply suggest that I move? (This is not possible.)

Thanks for any and all suggestions! I don't know what the CH official processes are past going directly to the source. Nice to rant on here - I want to sleep again.

Phone the police each and every time it happenms and regiseter a complaint, go to the local police station as soon as possible afterwards and follow up, request copy of the report, get names.

In general harasse them, i guess after 2nd or 3rd time, they'll take you seriously and the problem will be resolved very effectively.

The police don't like getting multiple complaints, escalate it to commune level too, they'll soon act

If you are at all friendly / or even on nodding terms with your neighbours can you canvas them to see if they have similar thoughts on it? If it's just you who is complaining, maybe they'll just see you as a nuisance but if you can get a number of voices speaking up it might help your cause.

The place sounds like a proper pain in the bum.

Thanks a lot - can I make a specific complaint about the hostel itself or only the guests? If the guest are simply traveling through, I doubt the police will make much effort for a bunch of stupid teenagers.

I have spoken with my neighbors, and they 100% agree with me and are always pleased when we complain. However, they are very timid - is it a Swiss thing? I thought Swiss people complained a lot by reputation - but I have since found out they like to stay outside of conflict.

Do you rent or do you own?

If you rent ask for a rent reduction. If you own you have to sue.

Do not know how official and formal it is but at least some other action will happen. Do this for each time you see that the culprits are escorted to the hostel.

PS: Keep a journal, where you note time, date, your action, and what happened.

WOW - thanks so much for this link! I rent...I pay cheap rent for my location as it is, and my landlord is very cheap himself, so not sure about that.

I believe the traditional response is to empty one's pail of water used to scrub the potatoes outside the window, accidentally hitting the offending parties. How good is your aim?

Tell your landlord about it anyway. Even if you're a long term tenant, he's got a vested interest in the neighborhood not going downhill.

The staff at the hostel asked you to call the police. Do just that, but try to get some of the neighbors to call as well. If it ends up being just you, you may start to seem like a crank, but if various people call in then you'll be at worst the most active of a group with a justified complaint.

I think most people are glad when there is some bold person around to run around making the complaints for them, and they can just coast along with it. That's not particularly special to here, though. TBH I'm quite pleased when there's someone around to do that and I can just hide behind them muttering "Yeah, me too!"

hahaha, I can't tell you how many times I've wanted to. Eggs - whatever I could!! Once I actually lost it with a bunch of Americans who embarrassed this American with their awful destructive behavior. I decided to tell them off myself and charged outside in the middle of the night, I used every bad English word you can imagine and I think I may have scared my neighbors.

Ring the Police, it is their job to sort it out and they will sort it out with the owner of the premises and if he can'tr be arsed to do anything, then he'll get shut down

When you said they graffiti the walls and break bikes I had to check your heading again, "I thought she said Youth Hostel and not a half way house...oh it is a Youth Hostel!" That is absolutely shocking, but not the reason for your post.


With recorded examples of times and dates of uncivil behaviour as mentioned by others, and any referenced information from the police for all the times they have been called out, have all your neighbours sign a letter to your régie requesting they contact the Youth Hostel owners/company to make a formal complaint.

Yes indeed it is very shocking...they come through and act like maniacs, mainly because they think they can get away with it. I just spoke with my neighbor and they recently threw her bike in the canal next to our house. They had to hire someone just to get it out...enough is enough!!

She is willing to sign something - thanks guys for the inspiration! Happy to be a leader on this.

In the past decades, I reported a couple of "extreme Leftist" gatherings in the forests within hearing range of my apartment.

Really OP: If you're in a rental contract then the Swiss laws of rental agreements need to be abided by, otherwise you can call the police.

I've never been successful in searching on how to approach such things on EF. But I've also experienced that the police speak English here.

Sounds like Swiss campsites. We've virtually given up on staying on Swiss campsites due to the antics of younger adults on them in the middle of the night.

It's not nice when you've got grumpy young children who have been kept up all night.

The Swiss do nothing about it - they avoid conflict - preferring others to sort it out for them.

Anyway, at least France and Germany are just down the road.

Not much fun if you live near a hostel though - I hope you sort it out.

Put up a sign stating that any loud disturbances after 22.00 will be reported to the police.

I love warm weather but this is kind of heatwave in June is even odd for Switzerland.

I wouldn't do that. On the one hand, it's a waste of an otherwise perfectly usable bit of wood, and on the other there is already a sign in the hostel.

The fact that they're making noise at all hours of the night in what seems to be the middle of a residential neighborhood indicates that they suffer from diminished awareness of their surroundings.

Personally, the ear-plugs I have are doing the job on those nights, and do a great job when my neighbours occasionally enjoy the summer.

Otherwise, I generally scream "shut the f?ck -up".

And exactly what use is that ? The people are transient, they really don't give a shit, in today, out tomorrow....bye !

Kick up shit with the local police, tell them second time you complain that you've sent copy of your complaint to the commune, to the police chief and to the member of local government responsible for the police.

Repeat

My guess is one repeat will be sufficient, it's not going to be like Dad's Army, repeat every bloody week !
