Thanks everyone. I was hoping this was the case. The terrace and associated common grounds were a big selling point for this property. Kids need space to get their energy out, hopefully with other kids.

On public areas, children can be as loud as they like anytime outside Nachtruhe.

Where it is a private play area part of your apartment, it depends on the rules laid down in the houserules.

In some complexes or municipalities there is also a "Mittagsruhe" in addition to "Nachtruhe".
It will either be specified in the House Rules, or it is the commonly accepted practice in that town, and the municipality will be able to tell you when it is.
