Plumbing issues in a rental flat...who pays?

Hello all. So, I am in a rental flat and one of the pipes is leaking under the sink. In any other country that I have lived in (France, US, UK), whoever has owned the flat has sorted it. That is part of the benefit of not owning it.

But my landlord here is telling me that because it is normal maintenance, I need to pay for it. He will only pay if the pipe is broken. It may or may not be broken but I won't know until a plumber takes a look at it. It is very very cheap plastic and doesn't look like it was well installed from the beginning.

Is this correct? Or would he be responsible for it?
