lifespan of household items: national or cantonal?

Are the life-times listed in
for household items a canton thing or it applies at the national level?

I have never heard of this kind of computation of "remaining value" for an old wall or parquet in Geneva. So, in practice, should I expect to be asked for fraction of the cost of repainting my wall if that was painted more than 5 years ago ?
