Advice from the RHS. Seems horsetail is a nasty weed, and best to treat it end of summer. On the good side, that gives you to end of summer to work out a deal with your neighbour...

The Swiss civil code appears to suggest mutual duty of consideration (684), duty of payment (998) and injunction (679CC). Does anyone have the necessary legal experience to know exactly what I should expect from my neighbour?

Your neighbor tried to kill them off, he didn’t ignore your original request. Is it possible that by the time you have asked the neighbor to kill the horsetail weeds, the roots were already spread underground to reach your property?

I think the neighbor has cannot be blamed for the next years of weed spreading.

Would something like this vertical weed barrier help (or at least keep the weeds from spreading even further)? It says that it's 30 cm deep / tall and that that's deep enough to keep most weeds from spreading, but I really have no idea since I've never used it, etc. I'm sure they sell something similar here in Switzerland.

Horse tail root can go much deeper than 30cm.
